The Institute for Jubbaland Concern and Dialogue [IJCD] is a leading research and policy institute committed to fostering peace, sustainable development, and inclusive dialogue within Jubbaland and across Somalia. We believe that lasting solutions to the region’s challenges can only emerge when communities, leaders, and stakeholders come together to share knowledge, build trust, and work collaboratively.

Deeply rooted in the cultural and social heritage of Jubbaland, IJCD combines local wisdom with global expertise to address the underlying causes of conflict and drive long-term stability. Our work is guided by evidence-based research, community-led initiatives, and a commitment to inclusivity ensuring that every voice matters in shaping the future.

Who We Are

The Institute for Jubbaland Concern and Dialogue (IJCD) recognises that sustainable peace and economic growth require the meaningful inclusion of community perspectives in development strategies. Through research – driven frameworks and collaborative engagement, IJCD works to bridge gaps between communities, policymakers, and the private sector. Our approach strengthens social cohesion, fosters stable environments for investment, dialogue and supports inclusive economic opportunities laying the groundwork for a stable Jubbaland where stability and prosperity are mutually achievable.

BOARD OF ADVISORS

Dr. Winnie Bedigen is a lecturer in international development at the University of Leeds.

Her expertise is in international development, peacebuilding, gender, youth, justice (in South Sudan, Uganda, East and the Horn of Africa). Her research focuses on how these issues can be understood in the context of African customs/indigenous knowledge and institutions

She is a scholar whose research centres on the intersection of indigenous knowledge systems, peacebuilding, gender, youth, and traditional institutions across Africa.

Her work critically explores how culturally rooted practices can contribute to sustainable peace and social transformation.

She is the author of the book “Indigenous Peacebuilding in South Sudan: Delivering Sustainable Peace Through Traditional Institutions, Customs, and Practices,” published by Routledge.

This seminal work offers a comprehensive examination of how indigenous mechanisms can be harnessed to foster long-term peace in post-conflict societies.

Dr Nuur Hassan is a UK-based educator, author, and thought leader whose work sits at the intersection of education, technology, and diaspora studies. With a PhD in Education and over 15 years of experience in teaching and curriculum leadership, he currently serves as Head of Curriculum at North Kent College.

Dr. Hassan is the author of three books and a regular contributor of deeply philosophical and thought-provoking essays, exploring themes such as exile, identity, innovation, and social transformation. His writing blends traditional wisdom with forward-looking perspectives, offering unique insights into how education systems can better serve diverse and displaced communities.

As a scholar-practitioner, he combines classroom experience with strategic vision, shaping inclusive and future-ready education. His lifelong commitment to learning and mentorship inspires students and educators worldwide.

Jamal Tahlil is an experienced Company Director, leading and motivating teams to deliver exceptional customer experiences across the Security, Risk Management, Facilities Management, M&E, Financial, Real Estate, Construction and Rail sectors.

Mr Tahlil has a proven track record of building businesses from start up through to leading national service providers with clients including the NHS, AXA and the Oxford COVID-19 vaccine trial. In 2020 First Response Group was named as a Sunday Times ‘10 Fast Track Ones to Watch’, recognising companies who are set to grow rapidly over the next 12mths based on factors such as past sales, growth forecasts, international expansion and external investment.

In 2021 he was named as the winner of Black British Busines people of the Year by the Black British Business Awards.

He holds a Master of Business Administration (MBA) in Leadership and Management and CMI (Chartered Management Institute) Diploma in Leadership.

Mr. Mukhtar A. Ogle is the former Head of Strategic initiatives, Cabinet Affairs, Executive Office of the President.

Mr. Ogle has previously served as the National Coordinator, the National Assessment Center and Exchange Program at the Kenya National Examination Council.  He is, a trained teacher, examination assessment and management expert with over 20 years’ experience.  He has extensive knowledge and demonstrative experience in education sector, having grown from a teacher to Principal Examinations Secretary/National Coordinator in the Education Sector as long serving educationalist, Mr. Ogle has a Masters in Public Administration (Harvard University) and Fellowship in Public Policy Analysis and Management from Harvard Kennedy School of Government, USA. 

He also has M.A. in Community Studies from Loughborough University, United Kingdom in addition to Bachelor of Education (Arts) from Kenyatta University. 

Mr. Ogle has a proven record of managing implementation of various projects within the education sector, peace building and securing resilience by providing leadership and strategic direction.  Mr. Ogle has demonstrated exemplary leadership on oversight for project management, strategic vision, fiscal integrity, quality execution and timing of deliverables, and overall coordination with partners.

Abdinassir Sagar is a PhD fellow at Maastricht University, where his research examines how technology can contribute to the rebuilding and resilience of fragile states. His work explores the intersection of innovation, governance, and socio-economic development, with a particular focus on how digital solutions can strengthen institutions, enhance public service delivery, and foster inclusive growth in post-conflict settings.

He holds both an MBA and a Bachelor of Commerce from the University of Alberta School of Business, equipping him with a strong background in strategic management, entrepreneurship, and economic development. Combining his academic expertise with practical insights, Abdinassir is committed to advancing policies and interventions that harness technology for sustainable peace and stability.

At IJCD, Dialogue is understood as a core pillar of sustainable peace building and conflict transformation.
